Is it safe for children about 7 years old to use bleaching soap?

My kid just finished swimming lessons this summer and in the Philippines pools are usually outdoor so automatically she got sunburns and made her skin so dark even i tried to put on sunscreen lotions on her face and body every time she starts swimming. I am planning to let her use bleaching soap? So is it safe? If yes what kind or brand? When to start?

No its not safe, just let her skin go back to back to normal naturally. I have heard those soaps can cause cancer.
